Arthur grew up in a pureblood household that wasn't incredibly traditional, he still had his share of having to socialize and go to balls but his parents didn't pressure him to uphold pureblood traditions if he didn't want to.
Arthur had the ability to see into the future but it was very weak and he couldn't saved his father after seeing that he would die at work. Arthur's dad was a Potioneer and while he was always very careful he died while mixing the wrong potion ingredients. Since Arthur's dad was already at work when Arthur got his vision and Arthur couldn't get to him in time, his dad died. Usually he just got vague and often blurry visions that he couldn't understand though.
Later when he went to Hogwarts he did well in class and had a girlfriend named Riley for several years but they grew apart and split up before finishing school. He spent much of his time honing his seer ability though Divination. While he’s learned many types of telling the future he still hasn’t perfected his powers. After Hogwarts ended Arthur wasn't sure what he should do until he got accepted into Merlin's academy.
